Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Representative in Somalia, and the direct supervision of supervision of the Capacity Development Specialist.
Technical Focus
The incumbent will be responsible for CD activities and liaise with federal and state government ministries and agencies.
Tasks and responsibilities
- Administer capacity needs assessment data collection questionnaire to target government institutions.
- Collect quantitative and qualitative data and information concerning government organizational structures, functions, and staffing status at all levels of government.
- Participate in the analysis of capacities to provide a more accurate basis for gap identification and designing the capacity-building plan.
- Support the assessment of the availability of technical, operational, and training resources by FAO and other actors to support FGS and FMS line ministries.
- Support the preparation of capacity assessment findings during validation workshops to seek comments and assess opportunities for implementing the recommendations.
- Participate in the federal government inter-ministerial task team of FSNAU and SWALIM partners.
- Coordinate with GCF implementing government partners to deliver capacity development support.
- Coordinate with SWALIM and FSNAU staff for the implementation of the transition program activities.
- Coordinate the capacity development activities with FAO with line Ministries.
- Coordinate with government line ministry focal persons regularly (MOAI, MOECC, MOLFR, etc).
- Produce relevant reports, updates and notes on FAOSO capacity development activities.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- University degree in agriculture, natural resources management, environmental sciences, social science, or a related field.
- At least 6 years of relevant experience with 1st level degree or 4 years of working experience with master's degree in conducting capacity needs assessment and capacity development.
- Working knowledge (level C) of English.
- National of Somalia.
