ROLE PURPOSE

Plan international has opened an office in Somaliland and started programs that focus on child protection, education, and youth economic empowerment programming in both humanitarian and development settings, working with/through partners and providing technical support to INGOs, Somaliland NGOs, and the Government of Somaliland in Plan's areas of expertise.

Shocks and stresses continue to undermine development, worsen humanitarian crises and exacerbate gender inequality. In Plan International, we believe that Disaster Risk Reduction and Climate Change Adaptation contribute to resilience strengthening. This role will support Plan International Somalia/Somaliland in having strong, ambitious and strategic programming and guidance on resilience and climate change. The role is expected to provide technical thought leadership on resilience and climate change both within the Plan Somalia/Somaliland and for external engagement.

This role will be part of the CO programme quality and development team and work closely with programme implementation team, MERL, Business development and other teams, departments and external actors to ensure that all Plan International's work contributes to strengthening resilience, including promoting the nexus between development and humanitarian programming.

The Resilience and climate change Specialist will also lead efforts to adapt Plan International CO programming to be more resilient and responsive to the impacts of climate change.

ROLE DIMENSIONS:

  • Responsible for leading Plan Somalia's technical work on resilience and climate change that include guidance, tools, monitoring and evaluation, knowledge management and training materials.

  • Providing high level guidance, capacity building & technical support in the development of quality programs that support and informing policy position.

  • Responsible for supporting Plan Somalia to incorporate resilience and climate change into development and humanitarian programs.

  • The post holder will be expected to coordinate with peer organizations' resilience practitioners and to coordinate the existing internal network on Resilience and Climate Change.

  • Responsible for strategic representation of Plan International Somalia/Somaliland in relevant external events and networks relate with Resilience and Climate Change. Support Plan International's engagement in strategic global conferences including bringing evidence from the field and technical expertise.

  • The post holder will ensure all work is developed and implemented in ways that improve gender equality and empower girls and women.

    Level of contact with children

    The position will be based in Hargeisa and frequent travel to the projects sites and the incumbent will give strategic direction on the program level of contact with children will be occasional.

    Key result areas:

    KRA 1: Quality Programming

    • Identify, develop and disseminate tools, guidelines and standards for the implementation of effective resilience and climate change work within Plan International Somalia/Somaliland.
  • Ensure all DRR and CCA projects within Plan International Somalia/Somaliland are contributing to gender transformative programming.

  • Provide technical support in the development of stand-alone and cross-cutting resilience projects to the country office through close coordination with regional and GH DRMs.

  • Lead and support in developing and implementing monitoring and evaluation tools for measuring resilience, ensuring alignment with other thematic areas.

  • Support Plan International Somalia/Somaliland in assessing resilience needs ensuring a portfolio of high-quality resilience programming at the CO.

  • Support Plan International Somaliland/Somalia in implementing the Sendai Framework for Disaster Risk Reduction in close coordination with the Regional DRMs as well as Resilience Network.

  • Coordinate and work with Plan International resilience and climate advisors at National Office, GH and Regional Office levels including with other staff to support integrated programming that strengthens resilience of Somali girls in development and humanitarian context, and in all sectors

    KRA 2: Learning and Capacity Building

    • Identify and disseminate lessons from Plan Somalia/Somaliland's work on resilience and climate change
  • Undertake capacity building, mentoring, training (with others) and support to Plan International Somalia/Somaliland staff and implementing Partners on resilience and climate change.

  • Identify and develop training manuals, guidance documents, and toolkits on key resilience issues, as required.

  • Engage with key technical groups within Plan International representing resilience

    KRA 3: Research

    • Identify research needs and utilize research to support quality and technically sound resilience and climate projects
  • Lead and/or support in conducting resilience and climate change research initiate by the Country Office and working with the research team at CO, RH and Global Hub.

    KRA 4: Representation and Partnerships

    • Represent Plan International Somalia/Somaliland at relevant and strategic resilience and climate change clusters, events and networks.
  • Network with relevant academics, UN agencies, multi-laterals, peer organizations to develop strategic partnerships and raising Plan International's profile in girls' rights

  • Identify opportunities and explore additional strategic partnerships related to resilience and climate change (i.e private sector, philanthropies, etc)

    KRA 5: Resource Mobilization

    • Work with Business Development unit to increase the portfolio of resilience and climate change programming and ensure all design are gender transformative
  • Support to strategic design and business development opportunities related to climate resilience and wider efforts to position Plan in this space.

  • Targeted support to Technical Units in adapting priority intervention approaches and providing intervention-specific guidance on how to promote climate resilience.

  • Work with regions and technical units to better understand and adapt to the projected impacts of climate induced disasters.

  • Build organizational resources to help to develop Plan's portfolio of climate resilient / responsive programs.

    KRA 6: Safeguarding, Gender Equality & Inclusion

    Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded by the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed by the appropriate procedures.
