Background

NRC has provided first-line humanitarian response since 2021 with multisector activities in shelter, education, livelihoods and food security, and information, counselling and legal assistance. Our focus is on supporting people in hard-to-reach areas, working in partnership with authorities and local actors. We are piloting cash-based interventions with displaced populations living in host communities. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC's six core competencies; Shelter, Education, Livelihoods and Food Security, WASH and Information, Counselling and Legal Assistance (ICLA) and Protection from Violence.

NRC Somalia is part of NRC's East & South Africa regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Eritrea, South Sudan, Uganda, Tanzania, Sudan and Mozambique). NRC's overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi-country programming and ensure quality and coordination.

Role And Responsibilities

The Project Officer is responsible for the implementation of the rental subsidy scheme under the Scaling Up Durable Solutions and Increasing Resilience for Internally Displaced Somalis in Mogadishu.

Generic responsibilities:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated CC project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Promote and share ideas for technical improvement

Specific Responsibilities

  • Implementation of NRC's subsidy schemeprogram policy at the office level
  • Ensure that the rental subsidy scheme is an integral part of program activities
  • Train and advise staff and partners on rental subsidy scheme activities
  • Manage Rental subsidy contract management, landlord engagement and government engagement
  • Produce data collection, reports, and analysis as required.
  • Provide, in consultation with field teams, recommendations on rental subsidy scheme actions and response mechanisms.
  • Represent NRC in Danwadaag, Protection and Shelter Cluster meetings and cooperate with relevant partners.
  • Be updated on local and national news and provide briefings to NRC staff on relevant information.
  • Be alert to the security implications of NRC's activities relating to protection and Human Rights Concerns.
  • Conduct HLP activities, giving advice and information to clients on the processes involved, awareness sessions, and managing local authorities' capacity-building programs.
  • Research, compile, and disseminate information on HLP including the legal situation (according to national and international laws and principles), for refugees, returnees, and internally displaced persons in Somalia.
  • Update and Maintain the ICLA case management system, the rental subsidy scheme, and the database.
  • Compile a service providers map for humanitarian actors in south Central Somalia
  • Conduct information and counseling sessions on HLP for beneficiaries.
  • Mobilize target groups for Advocacy, focus groups; questionnaires; surveys; and stakeholder interviews.
  • Compile documents containing legal and related information for target communities.
  • Compile research reports, studies, and findings on HLP.
  • Develop fact sheets and leaflets on HLP and other ICLA thematic areas for awareness-raising and outreach
  • Conduct individual and group information sessions for IDPs and key stakeholders on HLP and other ICLA thematic areas
  • Create awareness amongst NRC staff and teams on ICLA activities
  • Support ICLA Implementing Partners(IP) with information counseling and legal assistance on HLP and other thematic areas
  • Perform other relevant tasks as assigned by the ICLA Project Coordinator.
  • In consultation with the rental subsidy scheme team, develop information, education, and communication (IEC) materials on HLP.
  • In consultation with the rental subsidy scheme team, organize, facilitate, and compile the rental subsidy scheme team's bi-weekly meeting minutes, biweekly project reports, and monthly, quarterly, bi-annual, and annual project reports by donor requirements and NRC standards.
  • Provide information on Housing Land and Property rights and other rental subsidy scheme thematic areas to clients, local authorities, beneficiaries, and relevant stakeholders.
  • Ensure that Information on Housing Land and Property (HLP) Project activities and the rental subsidy scheme are captured and disseminated by the ICLA program policy, approved proposals, donor requirements, NRC policies, international standards, and local customs.
  • Conduct needs assessments and beneficiary selection.
  • Have oversight responsibility in ensuring proper documentation and management of ICLA and the rental subsidy scheme data on activities and beneficiaries.
  • Apply participative and inclusive processes in the implementation of project activities.

Professional competencies

Generic professional competencies:

  • University degree in law, social studies, development studies / other relevant field/ the equivalent
  • Minimum of 2-3 years of work experience with NGO, legal or international organization in the area of protection or human rights
  • Experience working as an advocacy, information, data, or protection Officer in a humanitarian/recovery context
  • Previous experience working in complex and volatile contexts
  • Experience implementing programs through local partners
  • Experience in monitoring, evaluation, and accountability
  • Experience working with government, local authorities, humanitarian actors, host communities, and displaced populations (IDPs and Refugees
  • Knowledge of data collection and analysis using digital processes
  • Documented results related to the position's responsibilities
  • Knowledge about own skills/profile

  • Knowledge of the context in Somalia
  • Knowledge of the English and Somali language
