Livelihood and Economic Inclusion Associate
Organizational Setting and Work Relationships
The Livelihood and Economic Inclusion Associate will work under the direct supervision of the (Senior) Livelihood and Economic Inclusion Officer. The incumbent will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries.
The Livelihood and Economic Inclusion Associate will collaborate closely with UNHCR livelihoods partners, government agencies, private sector and financial service providers as well as other relevant stakeholders to enhance the economic inclusion and improve self-reliance of both persons of concern (PoC) and host community members. The incumbent will also be expected to deliberately explore opportunities of collaboration with other UNHCR cross cutting areas such as protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. To document good practices, results and to generate knowledge, the Livelihood and Economic Inclusion Associate will work closely with the supervisor to build on UNHCR databases and support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. S/he will assist to mobilize refugees of different age, gender and background and to ensure that all stakeholders well understand the potential of economic inclusion of refugees and host community members, and to help communicate opportunities to PoC.

Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts. Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities.
Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees. Completion of UNHCR learning programmes or specific training relevant to functions of the position

The incumbent will report directly to the Programme Officer based at Hargeisa Sub Office. He or she will require to be equipped with a proactive and innovative mindset, and an ability of seeking new opportunities for the social and economic integration of forcibly displaced persons that UNHCR serves in Hargeisa area of operation. In this capacity, the Livelihood and Economic Inclusion Associate is expected to be forward-thinking and influential, to possess strong leadership and coordination skills.
Her/His ability to inspire and guide UNHCR team while effectively aligning diverse perspectives and resources will contribute to the overall success of the Organization in achieving its goals. The incumbent will play an active role in forging partnerships to facilitate the economic inclusion of refugees and other forcibly displaced populations. These partnerships may involve line government ministries, private sector entities, and development actors that operate in Somaliland all in alignment with UNHCR Livelihood policy, priorities, and strategies.
The ideal candidate must possess a unique blend of economic empowerment/inclusion actor and private sector experience and engagement, coupled with the capacity to effectively interact with a multitude of diverse stakeholders. This includes individuals at various levels of government, NGOs, and private sector companies. A critical attribute for this role is the ability to coordinate efforts while comprehensively understanding and always aligning with multiple agendas and expectations, while keeping the UNHCR protection mandate and the needs of refugees at the forefront.
The preferred candidate should also have prior training in entrepreneurship, project management, business development, financial Inclusion, training and poverty alleviation. Experience having implemented livelihoods projects in an NGO or other organization supporting a community or humanitarian cause is required. Understanding and Knowledge of Somaliland history, geography, culture and socio-demographic is an added advantage for the role.
In addition to the aforementioned qualifications, the candidate should exhibit strong capabilities in capacity-building, training, and mentoring, with the ability to provide support to UNHCR colleagues and partners' staff. Proficiency in drafting and reporting in English is a crucial requirement.

The Livelihood and Economic Inclusion Associate will work under the direct supervision of the Programme Officer based in Sub Office Hargeisa. S/he will maintain regular contact on a working level with the UNHCR Livelihood and Economic Inclusion Officer based in RO Mogadishu and work in close collaboration with UNHCR livelihood partner and Government entities in the implementation of the livelihood 's projects. The incumbent is desired to possess: 1. An education background in economics, entrepreneurship or development, food security and livelihoods, agriculture/livestock production or related field. 2. A minimum of 3 years of work experience in Livelihoods, market development or entrepreneurship, business development and access to finance; public and private sector development and related sectors. 3. Experience of working with and coordinating with multiple stakeholders. 4. Strong demonstrable project management and financial management skills, particularly in planning, coordination, budgeting and reporting with ability to manage priorities independently. 5. Cross-cultural sensitivity and ability to work with a wide range of people from different backgrounds. 6. Excellent computer skills 7. Prior experience in working with UN, INGO 8. Experience with UNHCR policies and standards.
