On behalf of our client, Shaqo Kaab Solutions is seeking an experienced international expiate for a Human Resource Manager position to oversee and manage HR operations for our client in multiple countries, including Somaliland, Somalia, UAE, and Kenya. The ideal candidate will lead a team of HR Officers in their perspective countries and ensure the effective implementation of HR strategies, policies, and practices across the organization's locations in these regions. This role requires strong leadership, strategic thinking, and cultural awareness to support our diverse workforce in East Africa and Middle East.

This job specification outlines the key responsibilities and requirements for an experienced Human Resource Manager who will oversee HR operations in Somaliland, Somalia, UAE, and Kenya in managing a team of HR Officers and driving HR initiatives to align with organizational business goals and regional regulations.
Responsibilities:
- Provide leadership and direction to the HR Officers in Somaliland, Somalia, UAE, and Kenya ensuring alignment with organizational goals and values.
- Develop and implement HR strategies, policies, and procedures that comply with local labour laws and regulations in each country.
- Oversee the recruitment, selection, and onboarding processes for all positions within the region, working closely with local teams to attract and retain top talent.
- Drive employee engagement initiatives and foster a positive work culture that reflects the organization's values and promotes diversity and inclusion.
- Manage performance management processes, including goal setting, performance evaluations, and employee development and learning plans, to support career growth and succession planning.
- Lead the implementation of learning and development programs that enhance employee skills and competencies, leveraging both internal and external resources.
- Ensure compliance with labour laws, employment standards, and workplace safety regulations in each country, partnering with legal and compliance teams as needed.
- Act as a strategic partner to regional leadership, providing insights and recommendations on people-related issues, organizational design, and change management.
- Oversee compensation and benefits administration, working with local and global HR teams to ensure competitive and equitable reward systems.
- Monitor HR metrics and analyze data to identify trends, address challenges, and drive continuous improvement in HR processes.
Requirements:
- Bachelor's degree in Human Resources, Business Administration, or a related field; Master's degree preferred.
- 5+ years of progressive HR experience, with at least 2 years in a managerial or leadership role overseeing multi-country operations.
- Strong knowledge of HR best practices, labour laws, and regulatory requirements in Somaliland, Somalia, UAE, and Kenya.
- Proven experience in developing and implementing HR strategies that align with organizational objectives and adapt to diverse cultural contexts.
- Demonstrated ability to lead and develop high-performing teams, fostering collaboration and empowering HR officers across multiple countries.
- Excellent communication and interpersonal skills in both Somali and English, with the ability to build relationships and influence stakeholders at all levels of the organization.
- Strategic mindset with the ability to think critically, solve complex problems, and make data-driven decisions to optimize HR processes and practices.
- Fluency in English at a professional level and proficiency in Somali would be an advantage.
