What we are looking for
The purpose of the Core Competency Project Manager position is to implement delegated CC project portfolio. The following is a brief description of the role.
What you will do
Key objectives for this role include:
Line management of Core Competency Project Coordinators.
Oversee program implementation.
Ensure compliance with and adherence to NRC policies, guidance, and procedures.
Work closely with the AM to develop the area Programme strategy.
Ensure relevancy and quality of the projects implemented, capitalization and reporting.
Specific Responsibilities:
Strategic, Leadership, quality control and Quality Assurance.
Ensure that there is creative and holistic approach to WASH and shelter programming and construction interventions; WASH/Sheter team in finding ways to integrate/link and combine hygiene promotion, water and sanitation facilities design, construction & maintenance, as suitable for emergency, durable solutions and resilience programming respectively in in WASH and Shelter.
Proactively seek and timely follow up on advice and consultations with WASH and Shelter Specialist on technical matters.
Project Design and Implementation:
Establish close collaboration with WASH and Shelter Program Coordinators to support needs assessments and design appropriate WASH and shelter constructions interventions -- both in response to donor opportunities and to actively influence decision-making on funding allocations.
Provide technical oversight on all WASH and Shelter infrastructure provide timely technical guidance and ensure quality of process and outcomes throughout design, implementing and monitoring phases.
Programme Development, Reporting, Monitoring, Evaluation and Learning:
Collaborate with MEAL team and CC Specialist at the area level and work on monitoring tools (quantitative and qualitative) to monitor and evaluate outcomes of WASH/Shelter; conduct field monitoring visits to observe all aspects of WASH/Shelter and provide feedback to Area Manager and WASH/Sheter CC Specialist after each visit.
Prepare quality reports (or provide inputs) for internal and donor purposes, based on information from the field, and share timely with Sheter/WASH CC specialist and Area Manager for review and submission to grants covering implementation against workplans, and challenges or obstacles arising related to progress or quality issues.
Document lessons learned, case studies, suggest and support initiatives to improve quality of WASH/Sheter and construction components as part of the broader programming.

Professional competencies and experience for this position:
Minimum 3 years of experience from a senior level project implementation position in a humanitarian/recovery context and experience in WASH and or Shelter.
Minimum University degree in Architecture/Civil Engineering or Environmental Engineering, Public Health from recognized and reputed university.
Experience of working in complex and volatile contexts.
Technical WASH and Shelter expertise
Documented results related to the position's responsibilities.
Knowledge about own leadership skills/profile
Fluency in English, both written and verbal
Valid driver's license
Understanding all technical issues related to WASH/Shelter activities.
Good understanding and interpretation of BoQs, drawings, material specification and cost estimates.
Good experience in contract management (e.g. FIDIC) and conflict resolution.
