SCOPE OF WORK
USAID/SOMALIA PEOPLE-CENTERED GOVERNANCE (PCG) ACTIVITY
Project Background:
The USAID People-Centered Governance (PCG) Activity is supporting local governments in southern Somalia to improve their effectiveness and legitimacy. To accomplish this objective, the project implements activities aligned with two mutually interrelated and reinforcing immediate results, IR1) that District Councils (DCs) are fairer and more inclusive and IR2) that DCs improve their performance. PCG will engage at the Federal, State and local levels and will eventually work in several districts within the four (i.e., Galmudug, Hirshabelle, Jubaland, and Southwest) federal member states of Somalia.
Role 's Purpose:
The Gender, Equity, Youth and Social Inclusion (GEYSI) Specialist will provide technical programmatic support to ensure smooth implementation and promote inclusive activities that engage women, youth, people with disabilities, marginalized clans, internally displaced people, and other disadvantaged populations are thoughtfully and effectively incorporated in all elements of the program. The GEYSI Specialist will principally support GEYSI activities in the technical field office team but will also engage in activities related to knowledge management, communications, governance, and other various tasks. S/he will work with all the technical leads and target community members/stakeholders. S/he will have strong community mobilizing skills. In addition, S/he will provide training and capacity-building initiatives for program staff and stakeholders to promote a deeper understanding of gender, equity, youth, and social inclusion principles.
Specifically, the GEYSI Specialist will lead the development and support implementation of PCG's Gender and Inclusion Development Analysis and Action Plan and ensure that gender, youth, and clan considerations are mainstreamed throughout all activities. S/he will work closely with technical leads during activity planning and implementation to support increased involvement and empowerment of women and youth, developing tailored tools, protocols, and interventions. S/he will support the MEL/CLA Director to design and implement M&E frameworks that specifically track the impact and outcomes of gender, equity, youth, and social inclusion activities. More importantly, The GEYSI Specialist will collaborate with relevant stakeholders, such as government entities, local NGOs, and community-based organizations, to foster partnerships that enhance the program's impact on disadvantaged populations. The GEYSI Specialist will be based in Mogadishu, Somalia or Nairobi, Kenya.
Key Duties and Responsibilities:
- Lead the development and support the technical implementation of PCG's Gender and Inclusion Development Analysis and Action Plan.
- Conduct a comprehensive gender and social inclusion analysis to identify barriers and opportunities for women, youth, people with disabilities, marginalized clans, and other disadvantaged populations in the project areas.
- In coordination with the project team, lead the development and support the technical implementation of PCG's gender strategy, which will inform the implementation of District Development Plans (DDPs).
- Support technical leads to carefully monitor progress toward GEYSI targets, adapting approaches if progress lags.
- Collaborate with the monitoring, evaluation and learning team to ensure that performance in gender and inclusion mainstreaming is assessed through target indicators that measure participation of women and youth, and area-consistent disaggregation of data by gender and other inclusion factors.
- Provide technical guidance to the project team to ensure that gender and social inclusion considerations are mainstreamed in all stages of project cycle management, including planning, implementation, monitoring, and evaluation. Support the project team in identifying and addressing gender-based barriers to women's economic empowerment and access to resources and services.
- Ensure that activity deliverables such as work plans, quarterly and annual performance reports include planning for and reporting on gender, youth, and social inclusion initiatives.
- Interface regularly with youth and women's organizations and organizations that represent other vulnerable populations at the State and District levels, and maintain positive, productive relationships with the representatives and their constituents.
- Develop and facilitate gender and social inclusion capacity-building workshops and trainings for project staff, partners, and stakeholders to promote better understanding on issues related to gender, youth, and social inclusion. Strengthen GEYSI integration by proposing required adaptation based on analysis of disaggregated MEL data (qualitative and quantitative), recommendations and inputs gathered from the project team, other team members, and key stakeholders.
- Ensure strong coordination and collaboration with other USAID funded activities working with vulnerable populations.
- Ensure alignment with USAID Gender Equality and Women's Empower Policy, USAID's Do No Harm Policy, USG National Strategy on Gender Equity and Equality.
- Organize gender, youth, and vulnerable groups pause and reflect sessions.
- Participate in periodic reviews of progress under the Work Plan and adapt plans and activities as appropriate in collaboration with other team members.
- Write gender results analysis for quarterly and annual reports.
- Spearhead production of success stories related to women, youth and vulnerable populations including writing and taking high quality photos at events that show women and youth actively/productively engaged.
- Coordinate closely with communication team to make sure GEYSI initiatives and perspectives are promoted and highlighted in project communication materials and visibility events.
- Conduct regular field visits to project sites to monitor the implementation of gender and social inclusion activities and provide on-site technical support to project staff.
- Understand DAI and USAID rules, regulations, processes and systems for compliant project implementation.
- Ensure safeguarding of staff and a strict zero tolerance policy towards corruption and unethical behavior.
- Uphold DAI ethics and values in all aspects of the job.
- Other duties assigned by the MEL/CLA Director, Deputy Chief of Party, and/or Chief of Party that are consistent with the overall focus of the assignment.
Qualifications
- Bachelor's degree in a relevant field such as gender studies, international development, or sociology required. An advanced degree or equivalent is preferred.
- 9+ years of relevant professional experience in GEYSI related areas. GEYSI, governance, community mobilization experience, preferably within international donor-funded organization.
- Prior experience developing GEYSI analyses and/or other GEYSI-related deliverables, and in addressing GEYSI-related issues on USAID-funded projects.
- Prior experience in report writing, especially under USAID contracts, and development of dissemination.
- Prior experience documenting findings and recommendations in assessment or evaluation reports.
- Excellent organizational and time management skills with the demonstrated ability to handle multiple tasks simultaneously and deliver necessary inputs on time.
- Good grasp of monitoring, evaluation, and learning as well as communications functions.
- Relevant experience working in Somalia on USAID-funded programs in a related role preferred by not required.
- Demonstrated sensitivity when engaging with GEYSI topics.
- Technical experience exposure in governance programs is highly desired.
- Strong computer skills (MS Office Suite) preferred.
- Excellent written and verbal communication skills required, and strong interpersonal skills are also preferred.
- Fluency in both English and Somali is required.
