Job Description
The role will provide technical leadership for the development of Humanitarian Response and Disaster Risk Reduction (DRR) programming and capacity in World Vision Somalia. In the event of humanitarian emergency, this position will work with the National Disaster Management Team in the development of a response strategy and plan, coordinating action between different departments in support of timely, accountable and effective response. The incumbent will ensure high-quality reporting to donors and other external stakeholders during emergency response, and project implementation.
The position-holder will spearhead emergency preparedness and DRR planning in support of timely and effective responses. He/she will establish response teams at national office and field level, providing training and mentoring on emergency response and DRR. He/she will champion staff and partner capacity building and continuous learning to ensure high-quality response which aligns with industry standards/ competencies for DRR and emergency response. The position holder will monitor early warning information, updating regional tracking mechanisms and advising WV Somalia leadership in the event in significant change in context.
The position will be the key focal point for internal and external stakeholders for issues related to capacity development for emergency response and DRR, early warning information, prepositioning exercises, lessons learnt and emerging best-practice for slow on-set and rapid on-set emergency response. The position will develop and sustain external relationships with key government, NGO, and donor in support of timely planning, implementation and for information-sharing mechanisms and position WV Somalia as the go-to organization for humanitarian and DRR programming.
Major Responsibilities
15% Ensure Timely and Effective Response Planning, Implementation and Reporting
- Spearhead the development RDPP and NDPP, updating on a regular basis.
- Develop crisis-specific response plans ensuring technical rigor and incorporating best-practice and lesson learnt in design.
- Ensure high-quality, timely reporting of emergency response and DRR projects.
- In the event of a CATI, CATII, CATIII, spearhead declaration process, develop response strategy and 180-day response plans, and lead NDMT in support of timely effective response.
- Lead rapid assessments in support of emergency response and DRR projects;
- Facilitate WV involvement in assessments conducted by FEWS NET, FSNAU and any cluster specific assessments convened based on emerging trends or a rapid onset emergency.
- Monitor implementation of emergency and DRR projects, ensuring continuous learning in support improving existing design and implementation.
20% Ensure Emergency Response & DRR Capacity Development for WV Somalia and Partners
- Train staff and partners in, basic competencies, Core Humanitarian Principles, rapid assessment techniques, project management in support of timely, accountable emergency response.
- Liaise with external facilitators where need be to deliver trainings, team building sessions that require external resource facilitation.
- Monitor quality of training and post training implementation to identify gaps/issues that require refresher sessions or a new training methodology;
- Conduct in house surveys to assess effectiveness of various training programs and monitor change in behavior and competence;
- Use training evaluation data and lessons learned to ensure future initiatives and concept/proposal incorporate best-practice;
- Consolidate statistical and narrative training reports to be shared with the senior management team as required.
25% Ensure Responsive, Coordinated Humanitarian Response, Employing Best Practice
- Provide technical guidance during project implementation to ensure the projects meet Humanitarian standards.
- Liaise with relevant government ministries, UN Cluster, WV partnership to ensure that emergency projects technical approaches align with best practice in alignment with the NO's localization strategy.
- Establish, train and mentor N/RDMT teams for effective emergency response.
- Monitor DRR committees' formation and training, reviewing plans, providing guidance and support to ensure resilient communities.
- Manage WV Somalia Humanitarian monthly and ad hoc coordination meetings. Ad hoc meetings shall be convened based on emerging trends or a rapid onset emergency.
- In coordination with PDQA Director, Operations Director and Area Managers, maintain portfolio of emergency projects under implementation.
- Monitor WV Somalia SHR status and update accordingly.
10% Foster Internal and External Engagement
- Ensure Early Warning indicators and updates are shared with internal and external stakeholders as required.
- Together with the PDU and support offices, spearhead emergency/response and DRR proposals in line with the Office and partnership strategy
- Represent organization in coordination and cluster forums, gathering best practice, promoting coordination/ collaboration and providing regular updates as required.
- Develop relationships with other emergency responders, promoting prepositioning and joint action in the event of emergency response.
- Develop and sustain relationship with emergency response line ministries and/or local governments to foster context sensitive emergency planning and possible joint action.
- Represent WV Somalia at various WV Partnership forums, providing lesson learnt and articulating our practice.
- Collaborate with field teams and Communications department to market WV Somalia emergency preparedness and response to potential donors and partners.
30% Information Management & Reporting
- Develop and update mapping tools to promote integrated emergency response planning and implementation.
- Provide organizational level reporting, both internal to WV partnership and external stakeholders, specifically, SitReps, OCHA 4Ws, COVER-Horizon etc.)
- Coordinating with various units, compile WV Somalia Quarterly management reports
- Analyze, store and disseminate Humanitarian Information to inform response design, programme management.
- Map and analyze programmatic and external landscape information to inform decision making.
- Establish and maintain information management system, in coordination with PDQA Director.
- Maintain indicator tracking table, monitoring emergency response capacity and application of evolving best practices.
Knowledge, Skills And Abilities
- Post graduate qualifications in humanitarian/ development programming or related.
- Deployment and /or travel to humanitarian emergencies of all kinds.
- Programming within a humanitarian or long-term transformational development context
- Resource acquisition (grants) for humanitarian response.
- External stakeholder management within political and cross-cultural contexts
- Child-focused and community-based programming
- Coordinating emergencies response at regional or national level.
- Experience in proposal writing.
- Emergency response training by a professional Humanitarian response body or institution.
- Experience with Major donors; ECHO, USAID (BHA), EU.
- Experience with other emergency donors like GFFO, DRA.
Working Environment
The position is field based in Baidoa, with frequent travel to other project locations.
