Organizational Setting and Work Relationships
In the Bureaux, the Protection Officer works under the direct supervision of the Senior Protection Coordinator or Senior Protection Officer. In the Field, the incumbent normally reports to the Representative, Deputy or Assistant Representative (Protection), Head of Sub Office or Senior Protection Officer as appropriate. The incumbent may have direct supervisory responsibility for protection staff whose work may include RSD, community-based protection, registration, resettlement, complementary pathways, internal displacement and education, among other areas. In HQ, the incumbent may report to a Senior Protection Officer, Chief of Section or Deputy Director and may supervise other protection staff.
The incumbent acts as an advisor to senior management in, when not responsible for, designing a comprehensive protection strategy under the area of responsibility (AoR). S/he represents the Organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.
The Protection Officer coordinates quality, timely and effective protection responses to the needs of populations of concern under the AoR. S/he ensures that persons of concern of all age, gender and diversity groups are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying and implementing appropriate solutions to their problems. To undertake this role effectively, the incumbent will need to build and maintain effective interfaces with other relevant teams within the operation or the Bureau (including programme; PI and external relations; IM) and with DIP, communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection and achieving solutions.

Relevant Job Experience
Essential
Minimum 4 years of relevant professional experience in the area of refugee protection, internal displacement, human rights or international humanitarian law, including experience in working directly with Field Offices. Good knowledge of International Refugee and Human Rights Law and ability to apply the relevant legal principles. Excellent legal research, analytical skills and drafting.
Desirable
Diverse field experience. Good IT skills including database management skills.

Nature of Position:
The incumbent reports to the Head of Sub Office, he/she has supervisory responsibilities over protection and field staff and acts as OIC in the absence of head of Office. The incumbent will be responsible for the application of protection standards, operational procedures and practices in protection delivery at the field level and is relied upon by the Office to plan, lead and coordinate quality, timely and effective responses to the needs of populations of concern. He/she ensures that the Field based protection strategy is consistent with the comprehensive protection strategy for the country and is grounded on evidence collected in the field. In addition, the protection Officer will assume the leadership role of coordinating of the States protection cluster. Our main Group of concern are IDPs, Refugees, returnees and a small number of host community. Refugees are from Yemen, Ethiopia and Syria. Displacement of persons (IDPs) is as a result of armed conflicts which occurs regularly in the Puntland and Galmudug States and the rest of the country. UNHCR is a key player in the IDP response and often participates in joint assessment, protection monitoring and as well as humanitarian assistance. Further, due to the mixed settlement of POCs, UNHCR implements community-based interventions targeting both IDPs, returnees and host communities. The Office is also involved and support the Government on the protection and documenting 'People on the Move ' ' Mixed Migration. Hence, the incumbent is required to have solid protection experience including community-based protection. Exposure to IDP cluster coordination mechanism and mixed migration situation is essential. since the incumber will be assuming supervisory role, managerial experience is also important.
Living and Working Conditions:
Somalia is a high-risk country with a very complex operational environment, characterized by uncertainty and frequent security incidents. Movement by all personnel is restricted and closely coordinated and monitored by the security officers. Therefore, the incumbent must have working experience of security challenging environment. In terms of transportation, for long, UNHAS has been the only authorized flights for UN staffs to and from Puntland. However, in July 2019, Ethiopian Airlines has commenced flights from Garowe three times a week and now Bossaso is included As far as medical facilities are concerned, there is a UN dispensary in the Common Compound managed by a medical doctor and a nurse from UNDP. In addition to the dispensary, there is only one hospital which has relatively good facilities in Galkayo and recognized by UN dispensary. For accommodation, all internationally recruited UN personnel shall accommodate at protected UN guest houses and UN facilities. In Galkayo staffs are required to stay in the UN Common compound managed by UNHCR with a catering system managed by a committee composed of international staff living in the compound. However, accessing to a reasonable food variety in Galkayo is very challenging. It is very difficult to find fresh fruits, vegetable, greens, and other ingredients. Poultry, beef, fish, and other sea or freshwater food are very scarce. Also, there are very limited food products in shops. Considering restrictions on staff movement, it is crucial that the incumbent demonstrates a positive attitude whenever confronted with adversity and restraints in his/her social life. Staff interested in the position should be psychologically and physically fit. The R&R is 4-week cycle
